Summary

At the City of Portland, IT projects over a certain size are appointed a Project Quality Assurance consultant and are subject to review by the City's Technology oversight committee.

In collaboration with Delaris LLC, we:

  •  Evaluate the POPS program monthly, assessing more than forty project quality metrics
  • Interview contributors, vendors, business units, and other stakeholders
  • Review findings with project sponsors
  • Present findings to the Technology Oversight Committee, a deliberative body of technology-minded citizens appointed by City commissioners to ensure projects stay on track

The POPS program is a collection of systems being implemented to modernize the way construction permitting and inspection are managed at the City. Elements of the POPS program include:

  • Electronic plan review
    • Avolve's ProjectDox
  • Upgrades to the City's existing TRACS system
    • Master address repository
    • Public web portal
    • Inspection scheduling
  • Amanda Migration
    • Replacement of the City's existing A4/A6 infrastructure with an A7/A7 infrastructure
